Top 10 Public Golf Courses in California: Our No-Budget-Limit Shortlist

Ten standout public-access golf courses in California, with course overviews, visitor pricing and practical trip-planning advice.

California offers several different golf trips in one state: a Monterey Peninsula bucket-list visit, San Diego municipal golf and a desert tournament course. Price is not the selection limit in this guide. Public access, an individual course identity and a reason to travel are.

This is Break 90 Golf’s research-based editorial shortlist, using course-operator and public-agency information. It is not an official statewide ranking or a firsthand review. We select for course character, destination appeal and public access. Separate layouts at the same property may appear individually.

Rates and booking information checked October 15, 2026. All prices are USD per player unless identified as per cart. They are published references, not guaranteed quotes. Taxes, booking fees, travel, lodging and gratuities are extra unless explicitly included. Seasonal rates apply only to the dates shown; availability is weather-dependent. Where a dependable adult price could not be confirmed, we link to a live quote instead of estimating.

Pebble Beach · Best for a bucket-list coastline round

Pebble Beach combines a dramatic coastal setting with the holes many golfers recognize from championship coverage. Choose it for the occasion and the chance to play the shoreline, with enough time in the trip to enjoy the experience rather than race through it.

Price: $695 green fee April 1, 2026–March 31, 2027. The non-resort rate adds a $60-per-person cart fee as listed by the resort. Caddie options cost extra. Non-resort reservations open just one day ahead; advance access through a hotel booking involves minimum-stay requirements.

Break 90 approach: Play comfortable tees and focus on solid contact. On a special trip, a well-played bogey beats a forced carry followed by a penalty.

2. Pasatiempo Golf Club

Santa Cruz · Best for a course-focused destination day

Pasatiempo is a semi-private club that releases selected tee times to the public. Its hilly terrain, closely connected holes and walking option make it an appealing change from a cart-based resort itinerary. Check the course tour before choosing tees and deciding whether to walk.

Price: Published 18-hole rate: $465 walking / $515 riding. Regular reservations open up to seven days ahead; priority reservations up to a year ahead add a $50 nonrefundable fee per golfer.

Break 90 approach: Leave uphill putts where possible and use the practice green before teeing off. Build recovery plans around a reliable next shot.

3. Spyglass Hill Golf Course

Pebble Beach · Best for coastal sand followed by forest

The opening stretch moves through seaside dunes before the course turns into Del Monte Forest. Bunkers, ponds and uphill shots give Spyglass an identity separate from Pebble Beach. It is a strong second round for a Monterey Peninsula itinerary.

Price: $550 April 1, 2026–March 31, 2027, with the official non-resort table adding a $60-per-person cart fee. Non-resort guests can book up to three months ahead. Confirm any walking or caddie arrangements with reservations.

Break 90 approach: Allow for the uphill approaches and avoid automatically using the same club for a flat-yardage number.

4. Torrey Pines — South Course

La Jolla · Best for a major-championship municipal

Torrey Pines South offers a public route into a famous San Diego golf setting. For visitors, the important planning point is that municipal ownership does not mean the very low resident fee applies to everyone. Book for the course and setting, with realistic expectations about the cost and difficulty.

Price: 2026 nonresident green fees: $258 Monday–Thursday / $322 Friday–Sunday and holidays. Advance booking can add $50 per player; cart rental is extra. San Diego city-resident discounts require qualification.

Break 90 approach: Pick tees for your normal driving distance. Long approaches are easier to manage when you accept a safe miss and a simple chip.

5. Poppy Hills Golf Course

Pebble Beach · Best for a forest setting on the peninsula

NCGA-owned Poppy Hills offers a Robert Trent Jones Jr. design in the forested Pebble Beach area. It is worth comparing with the neighboring resort courses if you want another championship-style round with public booking.

Price: Check the official rate card and live guest quote. Public, NCGA and member-guest prices differ substantially; a member advertisement is not a visitor rate. Guest tee times are offered online up to 90 days ahead.

Break 90 approach: Give the widest useful landing area priority. Avoid a difficult recovery just to shorten the next shot by a few yards.

Half Moon Bay · Best for an open coastal round

Arthur Hills’ Ocean Course uses broad fairways, native grasses and Pacific views, finishing along the coastal cliffs. It is a natural choice for golfers who want the landscape to be a major part of the round.

Price: Live public quote required through the official reservation team. Loyalty-program rates have separate eligibility. The course is scheduled closed October 27–29, 2026 for maintenance; confirm conditions after reopening.

Break 90 approach: Choose a wind-adjusted target before choosing a club. Swing smoothly and use the space the hole gives you.

7. PGA WEST — Pete Dye Stadium Course

La Quinta · Best for a desert tournament test

The Stadium Course combines the desert setting with Pete Dye’s demanding hazards, including the island-green 17th and water-lined finish. It is among the property’s resort courses open to public play, separate from its private member layouts.

Price: Dynamic reservation quote required. Check the official resort booking engine for the exact course and date, including cart, taxes and any booking charges. Ask about overseeding and tournament restrictions before arranging travel.

Break 90 approach: Plot a safe way through the finishing holes. Center-of-green golf is a sensible goal on an island target.

8. Torrey Pines — North Course

La Jolla · Best for a second Torrey Pines round

The North provides another 18-hole option at the Torrey Pines municipal complex. It makes sense for a two-course visit or for travelers who want the Torrey Pines setting at a lower published visitor price than South.

Price: 2026 nonresident green fees: $163 Monday–Thursday / $204 Friday–Sunday and holidays. Cart and any advance-reservation fee are additional; check the full booking total.

Break 90 approach: Treat North as its own round rather than a warm-up for South. Start with a target and tee selection that suit the golf you actually play.

9. Rustic Canyon Golf Course

Moorpark · Best for strategy over resort polish

Rustic Canyon’s lay-of-the-land design rewards finding the right approach angle from expansive fairways. It earns a place in both of our California guides: an interesting course can belong on a destination shortlist without charging a luxury-resort price.

Price: Prime green fees booked 1–14 days ahead: $65 Monday–Thursday / $90 Friday–Sunday and holidays. Bookings 15–28 days ahead have higher advance prices. Cart charges are additional; check the current fee page.

Break 90 approach: Wide does not mean every part of the fairway is equally useful. Choose the side that opens up the next shot.

10. Pelican Hill — Ocean South

Newport Coast · Best for an Orange County coastal splurge

The Tom Fazio Ocean South course offers a public-access resort option on the Newport Coast. South reopened following restoration in July 2026, while work continues on North. Be specific about the course and number of holes when booking.

Price: Live public quote required. The club includes a GPS cart and pre-round range access in guest fees. Public booking is limited and listed up to 14 days ahead. Restoration and resort changes affect availability; confirm the full 18-hole South routing.

Break 90 approach: Choose the easiest reliable way to keep the ball in play. A coastal view does not require an aggressive target.

Book the course before the trip

Monterey, San Diego, Orange County and the desert are separate golf bases. Secure the specific course before committing to flights or a nonrefundable hotel. Public access does not mean every tee time is available, and resort priority can matter.

Ask about caddie or cart charges, maintenance, temporary greens and cancellation deadlines. In the desert, check overseeding and weather for the season you plan to visit. Around the coast, allow for wind and changing conditions rather than packing for an inland forecast.
